Abstract
The Natural Resources and Environment Strategy 2016-2025 is a national strategy with multi-sectoral approach that provides vision and strategic direction for the development and management of natural resources and environment, and to ensure sustainable social economic development, and build capacity for climate change adaptation and mitigate the risks of natural disaster. This strategy aims to achieve sustainable utilization and management of natural resources and environment, together with improving healthy environment and wealth for all people in Lao PDR.
The economic and social development of the rural and urban communities will be reached through the sustainable use, management, protection, and conservation of natural resources. The natural resources in discussion include land use, water resources, forests and biodiversity, and mineral resources. A better quality of life will be ensured through implementation of land use master planning in both cities and rural areas, effective and efficient pollution control, education and awareness programs on environmental protection and sustainable use of natural resources, implementation of environmental management systems in medium and large scale industries, effective and strict implementation of environment impact assessments as an important tool in planning and decision making, and engaging investment projects and local-based communities in efforts to improve the local environmental quality.
The Ministry of Natural Resources and Environment will act as a central authority coordinating and collaborating with other relevant government and non-government actors. Other government actors include: Ministry of Energy and Mines, Ministry of Public Works and Transportation, Ministry of Education and Sport, Ministry of Industry and Commerce, Ministry of Health, Ministry of Information, Culture and Tourism, Ministry of Science and Technology, Ministry of Labour and Social Welfare, Universities and Research Institution, Other sectors that is relevant to natural resources and environment.
