Abstract
This Law establishes the legal framework for promoting and managing domestic and foreign investment in the Lao People’s Democratic Republic. It sets out principles, regulations, and measures to ensure investment is convenient, rapid, transparent, lawful, and protected, while benefiting from state policies. Its primary goal is to create a business environment that is transparent, efficient, and legally protected to attract high-quality investments that contribute to sustainable "green" national socio-economic development.
It defines key concepts such as investors, investment forms, and concession activities, and outlines state policies including incentives, infrastructure support, and access to resources. It also defines the rights and obligations of both domestic and foreign investors, ensuring equality before the law and the protection of ownership and assets. The Law establishes principles of fair competition, administrative efficiency, and decentralized management aligned with national development strategies. It also prioritizes specific sectors for promotion, including clean agriculture, agro-processing, environmentally friendly industries, fertilizer and feed production, handicrafts, export-oriented production, and pharmaceutical manufacturing. The state provides various incentives to promote investment, including tax and customs duty exemptions, land use rights, and access to information and labor.
