Abstract
This Law on Tourism establishes the updated legal framework for the management, promotion, and development of the tourism sector in Laos. It aims to transform tourism into a sustainable "green" industry that preserves national culture and the environment while contributing significantly to the national economy and poverty reduction. It defines principles, regulations, and measures to ensure that tourism activities are organized, monitored, and developed in a manner that is efficient, sustainable, and aligned with national socio-economic development objectives, while promoting cultural exchange and international integration.
More specifically, the Law defines key terms, tourism activities, and types of tourism services, including accommodation, tour operations, and related businesses. It sets out state policies to promote tourism as a priority sector, emphasizing conservation of natural, cultural, and historical resources, development of tourism products and services, and improvement of infrastructure and human resources. It also provides for regulation, supervision, and coordination among authorities and stakeholders to ensure quality, safety, and sustainable tourism development.
