This Resolution of the National Assembly establishes a comprehensive National Land Allocation Master Plan for Laos through 2030. The core of the plan is the "70/30" division: 70% of the country's total land area is reserved for forest preservation and sustainable use, while the remaining 30% is designated for development and utilization. This conservation target includes 4.7 million hectares of national protected forests and 8.2 million hectares of protection forests. Within the 30% development allocation, 19% is dedicated to agriculture—specifically targeting 2.0 million hectares for rice paddies—while 11% supports infrastructure, construction, and national defense.
To realize these targets, the National Assembly has mandated the government to complete detailed land surveys and data collection by 2020. The resolution emphasizes strict environmental oversight, requiring investment projects in mining and hydropower to fulfill forest restoration and replanting obligations. Additionally, it calls for the modernization of land management through digital databases, updated fee structures, and aggressive legal action against illegal land grabbing. Provincial people's councils are tasked with monitoring these efforts to ensure sustainable development and ecological balance.
