Abstract
This Act consisting of 47 articles aims at ensuring the safety of food throughout its stages, from the farm to its consumption by humans, and establishing mechanisms to ensure the effective application of these rules. Must comply with it any person engaged in any activity dealing with food or animal feed intended for human consumption or agricultural products. For this reason, anyone who works in the field of food has to verify that the food produced or imported is in conformity with the approved specifications and is suitable for human consumption and does not result harmful to human, animal or environmental health. The Act deals with (i) requirement for farmers, such as use of pesticides, veterinary medicines, fertilizers or feed, safety and quality of plant or animal production, obtainment of the necessary licenses to carry out their activities; (ii) protection of food and feed from pollution during transportation; (iii) safety and hygiene conditions in food sale; (iv) registers to record all information concerning food related operations; (v) necessity of establishing standards to be met in genetically modified foods and vending machines.
Part III is the core of the Law establishing the Food Safety Lebanese Commission (FSLC) and defining its responsibilities. The Commission, through its cooperation with concerned public sector bodies, aims at establishing a new integrated system to supervise food safety and ensure the protection of the food security by (i) preparing a program on what should be done by the Lebanese Government in order to reach a better level in Food Safety conditions; (ii) setting scientific standards and rules based on the provision of healthy food; (iii) implementing and monitoring effective measures to prevent food contamination; (iv) carrying out risk-based inspection at food manufacturing, distribution and import facilities.
