Abstract
This Law, consisting of 14 articles, establishes the Al-Numayriyah Nature Reserve to protect a vital, publicly owned forest. This rich ecosystem, teeming with diverse flora and fauna, faces severe threats from overgrazing, illegal logging, waste dumping, and excessive hunting. The Law, initiated by Al-Numayriyah's municipal authorities, aims to safeguard this ecologically crucial area for future generations. The Reserve's core objectives are to conserve natural landscapes and protect endangered, rare, or unique plant and animal species and their habitats. It also seeks to preserve biodiversity and ecological systems against all forms of degradation and pollution, while promoting sustainable resource use for scientific research, organized eco-tourism, and organic agriculture. Under Article 4, the Minister of Environment can divide the reserve into designated protection, management, and control zones. Article 5 specifically regulates construction and investment within the reserve's buffer zone. The Reserve will be managed by a five-member Volunteer Committee, appointed by the Minister of Environment. This Committee, comprising representatives from key ministries, local authorities, and environmental experts, will oversee the reserve's budget, protection efforts, and scientific initiatives, all under the Ministry's supervision. They are also responsible for drafting internal regulations and financial policies. An operational team, including rangers, will be hired by the committee to handle daily conservation and enforce regulations. Violators will face judicial action and confiscation of illicit materials. Article 10 strictly prohibits any activity within the reserve or its buffer zone that harms its ecological balance, causes pollution, damages biodiversity, or degrades its landscape. This includes, but is not limited to, logging, livestock grazing, unauthorized extraction of natural resources, setting fires, all forms of hunting, and littering. Conversely, Article 12 permits public access for environmentally friendly activities, provided an entrance fee and activity fees are paid, with all proceeds dedicated to improving the nature reserve's condition.
