Abstract
This legislation, comprising 12 articles, aims to establish a framework for promoting distributed renewable energy production. It outlines key principles for implementing projects utilizing various forms of net metering (such as individual, multiple-tenants, and collective net metering) and enables peer-to-peer renewable energy trading among private sector entities through direct power purchase agreements and/or leasing of renewable energy equipment. The Law permits private sector entities to trade and sell electricity generated from renewable sources, with a cap of ten megawatts. It applies to distributed renewable energy production under different net metering arrangements and covers both on-site and off-site power purchase agreements for the production and sale of renewable energy. Article 5 addresses the recycling of renewable energy and surplus compensation. Article 6 designates the Electricity Sector Regulatory Authority with the responsibility of monitoring and surveillance, including the development of a database for renewable energy production and conservation in Lebanon. The Electricité du Liban (EDL) is entrusted with overseeing participants, consumers, and producers, and a dedicated Directorate for Renewable Energy will be established within EDL to implement the Law and address related issues.
