Abstract
This Master Plan provides a comprehensive vision for a sustainable and inclusive community, guiding local officials in decision-making on budgets, ordinances, and growth-related matters, while also meeting statutory requirements for zoning and planning projects in Lebanon. It prioritizes resident well-being, environmental sustainability, and quality of life, with objectives including addressing city aspects, balancing conservation and growth, providing diverse housing options, preserving cultural heritage, identifying future challenges and opportunities, and improving access to public services and infrastructure.
The Master Plan includes the following chapters with a planning horizon of 2030: Introduction, Land Use, Lebanon Central Business District, West Lebanon Central Business District, Natural Resources, Economic Development, Housing, Community Facilities and Services, Transportation, Recreation, Historic Resources, Community Design and Civic Art, and Energy. Each chapter explores existing conditions and trends, including the current state of Lebanon's natural resources and ongoing changes, while also delving into future challenges and opportunities.
Chapter 2 of the City of Lebanon emphasizes balanced land use to foster thoughtful urban development while preserving rural and natural areas, striving for a high quality of life by addressing social, economic, and environmental concerns in accordance with sustainability principles, respecting landowners' rights, and considering the interests of various stakeholders and future generations. Chapter 5 focuses on preserving natural resources to ensure health, quality of life, and biodiversity, prioritizing conservation efforts through public and private investment, responsible stewardship, and integration with the built environment. Chapter 13 outlines the Energy Plan, aiming to reduce energy costs, promote renewable energy, and engage citizens in shaping the city's energy future.
