Abstract
This Memorandum aims at the improvement of water sector in Lebanon. It is composed of 5 articles. Article 1 defines purposes of the Memorandum in particular: assist water establishments in implementing public-private partnership; assist south Lebanon water establishments in more accurate accounting for water produced; encourage local-level participation in water management; assist Lebanon in creating consensus for the most suitable approaches for public-private partnerships and related water sector reforms; support the sustainability of south Lebanon water establishments by integrating improved planning tools and management systems; strengthen capabilities of technicians and administrators of south Lebanon water establishments; and, increase and encourage external investments. Articles 2 to 5 deal with the following matters: understandings of the Parties; overall scope of work; roles and responsibilities of the Parties; and, general provisions.
