No. 12/1 of 2009 on the mechanism for review of projects submitted within the Clean Development Mechanism of the Kyoto Protocol.

This Resolution is composed of 2 articles and 3 Annexes. Article 1 decrees the applying of the following rules and principles to submit Project Idea Note (PIN) related to the clean development mechanism: filling out the form relative to the Project Proponent Developer and its registration at the Directorate General for Environment ; the Technical Committee provided for in Resolution No. 370/2 of 2007 shall review the PIN and express its notes; and, in the case of the acceptance of the PIN by the Committee on the proposal of the Directorate General for Environment, the Minister of the Environment will issue the Supporting Letter to the PIN. Article 2 decrees the applying of the following rules and principles to submit Project Design Document (PDD) related to the clean development mechanism: after the issuance of the Supporting Letter, applicants have the right to develop the II phase that is the PDD; applicants shall record the PDD with the registration number of the PIN at the Directorate General for Environment; the Technical Committee provided for in Resolution No. 370/2 of 2007 shall review the PDD On the basis of sustainable development criteria and express its opinion; and, in the case of the acceptance of the PDD by the Committee on the proposal of the Directorate General for Environment, the Minister of the Environment will issue the Approval Letter of the PDD. Annexes I, II and III contain the PIN, PDD, and sustainable development criteria.
