Abstract
This Resolution consists of 4 Chapters divided into 26 articles. Chapter I deals with definition of public property. Chapter II provides for public property boundaries. Chapter III refers to Occupation, rent and use of public property. Chapter Iv contains general provisions.
Public property includes the following: sea coast, rivers, torrents, streams, lakes, water sources, river banks, seashores, lakeshores, waterfalls, navigation canals, dams, phone lines, telegraph lines, barracks, fortresses, roads, ways, streets, ports, gulfs, railways. etc. (art. 1). Any individual who has a property right over the abovementioned public property may not be expropriated unless for public services and after being paid a just compensation (art. 2). The designation of public property must be executed by an Order of the President of Lebanon (art. 6). Designation of boundaries shall be carried out by a committee formed by 3 specialists (art. 7). Competence and duties of the Committee are outlined in articles 8-13.
