Resolution No.1295 of 2017 on the environmental conditions for the establishment and operation of sterilization facilities for hazardous and infectious waste resulting from health institutions and determining the assets of granting environmental licenses for the operation of these establishments.

This Resolution consisting of 9 articles aims to preserve the safety of the environment and public health through the determination of (i) the environmental conditions for the establishment of sterilization facilities for hazardous and infectious waste resulting from health institutions and (ii) modalities for granting environmental licenses for the operation of the above sterilization facilities. Among the necessary conditions for the establishment of these facilities, the Resolution indicates (i) the EIA report for some construction and equipment, listed in article 3 (art.3 lists as well the different techniques that can be used for sterilizers); (ii) the environmental condition for operating the facilities in art.4; (iii) the management of wastes resulting from the operation of the sterilization facility, divided into liquid waste (water vapor intensive, sewage, oils and greases), olid waste (Spare parts, Waste of Consumables, Contaminated personal protection tools) and air emissions.
As for the permits, article 5 requires a license for the operation of the sterilization plant for hazardous and infectious waste resulting from health institutions. The environmental license shall be issued, by a decision issued by the Minister of Environment for a period of one year renewable, after the completion of the processing of the establishment and before applying for the investment license. The licensee shall submit a detailed annual report on the establishment's activities during the last month of each working year.
Article 6 deals with the required documents required to obtain the license. Article 7 concerns monitoring and the documents and records for the administration.
