Abstract
This Act, divided into five Parts, implements the United Nations Framework Convention on Climate Change, the Paris Agreement and the Kyoto Protocol to the United Nations Framework Convention on Climate Change, and provides for: recognising the challenges that climate change poses to the population, natural resources and economy and the urgency of climate action; responding to the current and future risks and impacts of climate change; developing a comprehensive approach to climate change in addressing mitigation, adaptation and loss and damage; supporting the integration of climate change considerations into existing and new sectoral laws, policies, strategies, plans; integrating low-carbon, climate-resilient, and sustainable development goals directly into national development decisions, laws, policies, strategies, plans, standards, guidelines; reducing the vulnerability of the people and ecosystems to the adverse effects of climate change; developing a process for setting short-term and long-term emissions reduction targets and carbon budgets; collecting information in relation to emission reduction projects and monitoring emissions.
Concerning administrative matters, this Act establishes the Department responsible for climate change matters as the focal point for the United Nations Framework Convention on Climate Change; defines functions of the Department, provides for appointment and constitution of Climate Change Committee. Part II of the Act concerns the development of the Climate Change Adaptation Policy; the updating of a National Adaptation Plan. Part III concerns the greenhouse gas inventory, and the collection of data. Part IV covers the Nationally Determined Contribution. Part V provides for miscellaneous measures, including: research on climate change; standards and code of practice. Attachments include: climate priority sectors; the original version of the International instruments that have the force of Law in the country.
