Abstract
The Climate Change Adaptation Policy is a national policy with a multi-sectoral approach. The timeframe of the Policy is 10 years between 2013 and 2022. The objective of this Policy is to address the short, medium and long term effects of climate change in a coordinated, holistic and participatory manner in order to cope with and adapt to the adverse effects of climate change on sustainable development and the quality of life of Saint Lucians.
Due to the fact that Saint Lucia is highly prone to all the adverse impacts of climate change, on-going climate adaptation and resilience-building strategies will be developed to cope with the adverse impacts of climate change. The legal and policy frameworks will be developed to protect natural resources, improve environmental risk assessment, and increase the resilience of livelihoods. Climate change adaptation will be integrated into sustainable development policies in the areas of water, agriculture, energy, forestry and land use, health, coastal zone management, marine ecosystems, ocean management, tourism, and transport. The resilience to climate change will be increased through adaptation measures, including (I) integrated coastal management, (I) infrastructure development, (III) effective freshwater resources management, watershed management, and rainwater harvesting and storage, (IV) biodiversity conservation and diversification of economic opportunities in agriculture and fishing, (V) protection of human health, (VI) disaster risk management and integrated early warning and response systems, and (VII) strengthened partnerships between the public sector, private sector and civil society in the implementation of adaptation measures. Awareness will be raised on climate change adaptation and mitigation at the individual, household, community, enterprise and sectoral levels through education, training, and awareness-raising campaigns. Moreover, local capacity on climate change will be strengthened to cope with poverty and other consequences, with a focus on environmental impact assessment and management, modelling, and economic and social development. In addition, public participation will be encouraged at all levels in the conduct of vulnerability assessments, adaptation interventions and in the monitoring and evaluation of these interventions to determine best practices and lessons learned. Financing mechanisms will be strengthened for the effective implementation of coping and adaptation strategies. Funds will be provided by the Climate Adaptation Loan Authority with a focus to rural communities and the private sector. Furthermore, fiscal incentives will be provided to the private sector to encourage them to use innovative technologies.
The National Climate Change Committee shall be responsible for the monitoring and evaluation of the implementation of the policy.
