Section 7 defines which kind of activities qualify as development and proof that none such development has taken place without a permission shall lie with the person charged. Subsection 3 of section 7 provides that unauthorized development may be removed or demolished by the Authority if it is satisfied that no permission would have been granted for such development. Section 7a prescribes that before such action is taken, a written notice shall be served upon the owner or occupier of the building or land in respect of which action is proposed.
