Abstract
This Act provides for amending the Montreal Protocol (Substances that Deplete the Ozone Layer) Act, defined as the principal Act, by inserting new definitions and new paragraphs. Section 2 of the principal Act is amended by inserting the following definitions: approved medical purposes; licensed registered exporter and importer; retrofitter licence; National Ozone Unit; ozone fund; ozone depleting substance; ozone depleting potential units. The principal Act is further amended by inserting after Section 3 the sections from 3A to 3M concerning: restriction on import or export of ozone depleting substance, and related penalties; application to the National Ozone Unit for registration and related grant; application to the responsible Minister for an ozone depleting substance trade licence; annual publication by the National Ozone Unit of the quota of the ozone depleting substance which may be imported; application for a retrofitter licence; prohibition on import of defined substances; labelling of imported substances and standards for import; establishment of the Ozone Fund, consisting of fees and proceeds of sale from any ozone depleting substance.
