Abstract
The National Emergency Management Plan is a cross-sectoral plan of Saint Lucia. Its main objective is to outline preparedness, prevention mitigation and response activities to an emergency situation associated with natural/man-made disaster or technological incidents on the island.
The Plan contains several policy documents. Among them, the first policy is the National Policy on the receipt of donations in an emergency or after a disaster. The second policy addresses donations made by Saint Lucia to other countries. In addition, the document outlines the following policies of the government: Emergency Shelter Management – which describes the procedure for the determination, activation and operation of emergency shelters in Saint Lucia in case of an emergency or a disaster; Emergency Housing – which describes the procedure for the provision of housing to the population affected in the event of a disaster in Saint Lucia; Hazard Mitigation – which establishes mitigation policies in terms of assessing vulnerability, reducing risk, enacting and enforcing the building code and re-locating high-risk human settlements; Disaster Management Policy Framework – which is committed to taking a pro-active, comprehensive and sustained approach to disaster management that encourages buy-in by all players and that is focused on risk and vulnerability reduction; Governmental Officers Security of Travel Policy – which instructs that any delegation comprising five or more travelling on Government of Saint Lucia business, should, as far as possible, avoid using the same vehicle, boat or aircraft; Damage Assessment and Needs Analysis Policy – which lays out Government’s position on how to conduct an inspection/investigation into the damage of either a specific facility and/or a particular area, to aid disaster managers in deciding on the type and amount of assistance required to restore a sense of normality to the affected area; and finally Comprehensive Disaster Management Strategy – which aims to strengthen Caribbean, national and community level capacity for mitigation, management, and coordinated response to natural and technological hazards, and the effects of climate change.
The National Emergency Management Organisation (NEMO) in Saint Lucia is a collection of government, non-government, faith-based organisations, civic society and many others collectively responsible for having the country in a state of preparedness in case of an emergency; also for responding to the needs of the country after a disaster and coordinating the response at local, regional and international levels. During an event NEMO is part of a larger network that comes into existence to respond to a disaster. The NEMO comprises several governmental organisations responsible for response and recovery activities such as the Royal Saint Lucia Police Force, the Fire Service and the Saint Lucia Air and Seaports Authority.
