Abstract
This Act makes provision with respect to the manufacture and use of, and (international) trade in pesticides, i.e. any substance, whether toxic or not, which is used or sold for the controlling or destroying pests. The Act also implements obligations of St. Lucia under the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction and establishes the Pesticides and Toxic Chemical Control. The Board shall be the Regulator in respect of pesticides and toxic chemicals. Import or export and manufacture of a pesticides and toxic chemical as well acting as a pest control operator requires a licences of the Board. Inspectors appointed under this Act may issue a notice of non-compliance. The Act defines regulatory powers of the Minister.
