Abstract
The ordinance establishes clear rules and procedures for the reduction or denial of state agricultural support payments in cases of non-compliance with legal, environmental, animal welfare, or administrative requirements. The ordinance applies to a wide range of agricultural subsidies, including those for income support, ecological farming, animal welfare programs, landscape management, and alpine farming. It specifies that reductions are proportional to the severity, duration, frequency, and impact of violations, and are increased in cases of repeated offenses within four years. The regulation allows for exceptions in cases of force majeure, such as natural disasters or serious illness, and provides detailed guidelines for handling errors, late applications, false or incomplete information, and obstacles to official inspections. Further, it outlines specific sanction schemes for breaches related to ecological performance, animal welfare, organic farming, and environmental protection, and provides a structured appeals process. The ordinance aims to ensure fair, consistent enforcement of subsidy conditions, promote responsible farming practices, and safeguard public funds and environmental standards in Liechtenstein’s agricultural sector.
