Abstract
The Ordinance implements the country’s Emissions Trading Act and aligns national law with key EU regulations on greenhouse gas emissions trading. The text sets out detailed rules for excluding small emitters from the emissions trading system (ETS), the allocation of free emissions certificates, and procedures for both domestic and international project-based emission reduction measures. In particular, the Ordinance regulates: a) allocation of free emission allowances; b) project activitites, in which Liechtenstein is involved; c) levying of fees. The text consists of 17 articles divided into 5 Parts as follows: General provisions (I); Allocation of free emission allowances (II); Project activities (III); Fees (IV); Final provisions (V).
