Abstract
These Regulations amend the Implementation of Satellite based Vessel Monitoring System (VMS) for Fishing Boats Operating in High Seas Regulations 2015 (principal Regulations). Regulation 1 of the principal Regulations is amended to change the title to Implementation of Satellite based Vessel Monitoring System (VMS) and other Electronic Vessel Monitoring Systems for Fishing Vessels Operating in Sri Lanka Waters and High Seas Regulations, 2015. Regulation 2 of the principal Regulations is substituted and a new Regulation 2A is added which requires VMS Device on vessel before issuing vessel registration or renewal of registration. Existing Regulation 3 of principal Regulations is renumbered 3A and new Regulation 3 is inserted. Further, new Regulations 3B, 3C, 3D, 3E, 3F, 3G and 8A relating to responsibilities of Master, Skipper, registered owner or licensee and Fisheries Monitoring Centre are added. Regulations 12, 14, 15, 19 and 20 of the principal Regulations are repealed. New Regulations 20 to 25 relating to Automatic Identification Systems and other electronic monitoring systems are added. Thereafter, new Regulations 26 to 31 in respect of registration of suppliers and service providers are added. Regulation 21 of the principal Regulations is renumbered as 33 and amended. Schedules III and IV are inserted after Schedule II of the principal Regulations.
