Abstract
The mission of this Action Plan for Air Quality Management (Plan) is to maintain air quality at desirable levels by minimizing emission of harmful air pollutants resulting from all human activities through an effective stakeholder participatory mechanism. It consists of five chapters: 1. Air Pollution in Sri Lanka; 2. Interventions in Air Pollution Control; 3. Current Issues and Programmes; 4. Clean Air Action Plan 2025; and 5. Monitoring and Review.
Chapter 1 introduces the air pollution situation in Sri Lanka in various sectors including industry, transport, domestic and power plants. Chapter 2 discusses the important policy interventions by Sri Lanka in mitigating air pollution in the past. These were made through establishment of necessary legal and regulatory mechanisms, institutional strengthening and carrying out necessary capacity development activities. Chapter 3 provides the current issues and programmes related to air quality management. These are associated with coordination of activities, emissions from transport sector and power plants, burning of plastics, air quality monitoring, cleaner technologies, research, awareness and education, human resources, regional and global initiatives and sustainable financing mechanism.
Chapter 4 lays down the objectives of the Plan and recommends strategies and actions to achieve them. These include establishing strong mechanism for stakeholder participation; effective management of emission from transport sector; developing capacity for monitoring of stationary source emissions; indoor air quality research and awareness; regulation of open burning; promoting cleaner technology; developing island wide Air Quality Monitoring Mechanism; strengthening transboundary monitoring under Male Declaration; impact assessment of air pollution prevention strategies; implementation of comprehensive HRD program; global participation and collaboration; financial assistance; and Public-Private partnerships. Chapter 5 states that the overall responsibility of the implementation and monitoring of the progress lies with Air Resource Management Centre. The Plan will be reviewed every two years to include updated policies and advancements.
