Abstract
This Merchant Shipping (Training, Certification and Watch Keeping) Regulations, consisting of 34 regulations, two Schedules and two Tables, regulate the following: all seagoing ships other than fishing vessels and non-commercial craft not engaged in trade, registered under the Sri Lanka flag; all seafarers in possession of Continuous Discharge Certificate or Certificate of Competency or Endorsement or any other certificate or document issued by the Director General; and ships of other flags and seafarers in possession of foreign Continuous Discharge Certificates, Certificates of Competency, Endorsements or any other certificates or documents under these Regulations. These Regulations will establish standards of competency based on the functions and at the levels of responsibility as set out respectively in Schedule A and Schedule B to this regulation.

Entry into force notes
These Regulations give effect to the International Convention on Standards of Training, Certification and Watch Keeping for Seafarers,1978, as amended in 2010, and shall come in to force on July 01, 2013.
