Abstract
This document contains strategies and action plan for climate change adaptation in Sri Lanka, It consists of four chapters : 1. Introduction ; 2. The Development Process; 3. The Strategy; and 4. Financing Requirement and Implementation Targets.
Chapter 1 gives an introduction to impact of climate change on Sri Lanka and its vulnerabilities. Chapter 2 provides the guiding principles in strategy formulation, the planning process, sector vulnerability profiles for agriculture, fisheries, water, biodiversity and ecosystem service, and strategic priorities. Chapter 3 lays down an integrated framework with five Strategic Thrusts namely, 1. Mainstreaming Climate Change Adaptation into National Planning and Development; 2. Enabling Climate Resilient and Healthy Human Settlements; 3. Minimizing Climate Change Impacts on Food Security; 4. Improving Climate Resilience of Key Economic Drivers; and 5. Safeguarding Natural Resources and Biodiversity from Climate Change Impacts. Under each of the Strategic Thrusts, key Thematic Areas for action, along with priority Adaptation Measures, have been identified. These include increasing capacity building, preparing climate resilient economic plans, mobilization of stakeholders, meeting food production and nutrition demand. Adequate availability of water for agriculture and settlements, enhancing resilience of ecosystems and addressing impact on biodiversity. Chapter 4 states the financial requirements to implement the strategies laid out.
