Abstract
This updated National Policy on Climate Change (NPCC) aims to address the gaps in relation to mitigation and adaptation of climate change impact in Sri Lanka. It also aims to tackle issues that hinder the planning, implementation and monitoring of Sri Lanka’s Nationally Determined Contributions (NDCs) and the National Adaptation Plan for Climate Change Impacts at national level, and be compliant with the National Environment Policy of Sri Lanka adopted in 2022. The NPCC consists of eight parts: 1. Introduction; 2. Policy Vision, Mission and Guiding Principles; 3. Policy Statements; 4. Policy Goals and Objectives; 5. Applicability and Scope; 6. Policy Implementation; 7. Monitoring and Evaluation; and 8. Strategies.
Chapter 1 contains the background, context and the rationale for the Policy. Chapter 2 lays down the vision, mission and guiding principles of NPCC. The vision is to attain a climate-resilient low-carbon prosperous Sri Lanka. Chapter 3 provides for the policy statements across the following domain: a. Governance and regulatory; b. Climate vulnerability; c. Reducing greenhouse gas emission; d. Climate adaptation; e. Climate investment and financing; f. Technology development and transfer; and g. Cross-cutting issues. Chapter 4 lays down the goals and objectives of the NPCC. Part 5 describes the applicability and scope of the NPCC. Part 6 provides for policy implementation and Part 7 for monitoring and evaluation. Part 8 lays down the various strategies under each of the policy statements.
