Abstract
This Plan highlights Sri Lanka’s strategic policies and readiness to implement the INDCs which include components such as mitigation, adaptation, loss and damage, and means of implementation. The elements in focus for the readiness phase include policy support, external assistance, identifying additional INDCs, timeline, emission targets baseline setting, funding, key performance indicators, monitoring and reporting. The development process of the Plan is also described and sector-wise readiness plan is laid out. The Mitigation actions cover five sectors: Energy, Transport, Industry, Forests, and Waste. The Adaptation measures under the INDCs cover eight vulnerable sectors including health, food security (agriculture, livestock and fisheries), water, irrigation, coastal and biodiversity. For each sector, including loss and damage, the Plan provides the introduction, the respective INDCs, strategic policies and details on readiness for each INDCs. The means of implementation part of the Plan cover finance, technology, human resource development and institutional mechanism.
