Abstract
This Act provides for the control and improvement of the quality of seeds and planting materials.
The Act consists of 7 Parts divided into 22 sections: Administration of the Act (I); Establishment of the National Seed Council (II): Registration procedure (III); Procedure (IV); Seed Certification Service (V); Appeals (VI); Offences and penalties (VII).
The functions of the National Seed Council, as provided for in section 6 include: ensuring production and distribution of high quality seeds and planting materials; establishing appropriate minimum limits for germination viability, genetic purity, etc.; determining minimum labelling requirements for seed containers, etc. All seed handlers shall be registered with the Director as provided for in sections 8 to 10. The Director-General shall have the power to inspect and examine seeds and planting materials on any premises (sects. 11 to 13). The Director shall establish a Seed Certification Service which shall certify seed and planting materials. Definitions are listed in section 22.
