Abstract
This Policy presents Sri Lanka updated Nationally Determined Contributions (NDCs) to the United Nations Framework Convention on Climate Change (UNFCCC). This document lays out an enhanced ambition for emission reduction and is organized sector-wise detailing Sri Lanka’s climate change mitigation commitments and adaptation needs, loss and damage, and means of implementation. The Policy sets out the process and institutional architecture for implementation; and discusses the critical need for external support with financial, technology transfer and capacity development provision to fully realize the commitments. Sri Lanka will prioritize adaptation needs and resilience-building activities, focusing on key sectors agriculture, livestock, fisheries, water, health, biodiversity, coastal and marine, urban planning and human settlements, and tourism. In energy sector the Policy provides future outlook in which significant growth in increasing power generation through wind, solar, hydro and biomass is expected. In transportation sector the text provides for increasing the share of public transportation including railways, buses, and improving intermodal connectivity between rail, road, and water-based transportation.
The Government of Sri Lanka is focusing on creating a globally competitive, high value-added, innovative, technology, and knowledge-based industry, with a minimal adverse impact on the environment. The Policy further provides plan for minimizing the waste disposal in favour of reuse and reduced consumption. In forestry section the text provides broad guidelines and directions for sustainable forestry management. The policy framework further provides for sustainable agriculture and environmentally conscious farming, with emphasis on modern and advanced technologies, economizing water usage, use of renewable energy and product innovations. The Policy further considers climate risks in fisheries sector and provides for adaptation measures for fishery management based on ecosystem approaches due to climate change. The text further points out to climate risks for the livestock sector such as warming and temperature increase; and lays out adaptation priorities for climate resilient building in livestock farming practices. Additionally the Policy refers to influence of climate change in water sector; biodiversity; coastal and marine sector; and health sector and provides for adaptation of relevant measures.
The Policy is designed in 8 Chapters and final chapters refer to integrating sustainable development goals and gender to the NDCs and means of implementation.
