These Guidelines, recognising the crucial role of rice as a staple food and its significant impact on food security, provide for helping diversify and enhance the importation of the rice market landscape, ensuring a broad-based participation that includes Liberian entrepreneurs. The Guidelines details the following objectives: creating a competitive, open, and inclusive commercial rice import market in Liberia; ensuring quality grades of rice, accessible and sold at affordable prices; promoting compliance with regulatory standards and laws; breaking any monopoly in the commercial rice market; mitigating risks associated with market monopolies and price manipulations; ensuring the continuous availability of rice on the Liberian market at affordable prices; encouraging and promoting local entrepreneurship and investment in the rice value chain; allowing more Liberian-owned businesses entry into commercial rice market; creating more choices for the consumers; removing dependence on a few importers for the nation’s staple food. The Guidelines also specify the mandatory legal and business requirements for the importation of rice, including business registration and a valid insurance for shipment and warehouse.
