This Regulation empowers the City Government of Monrovia to levy taxes, fines and fees in order to promote promote public health, environmental sanitation, and urban order in various sectors including: solid waste management; property maintenance and environmental compliance; business registration; noise pollution control; waste disposal; protection of wetlands, mangroves and ecologically sensitive areas; maintenance of hand pumps and wells; food safety, street food preparation and public health.
