Abstract
This Climate Change Gender Action Plan is a nationwide sectoral document aiming at ensuring that gender equality is mainstreamed into Liberia’s climate change policies, programs and interventions so that both men and women have equal opportunities to implement and benefit from mitigation and adaptation initiatives in combating climate change and positively impact on the outcome of “Liberia Rising 2030”. Six priority sectors have been identified as main areas of interventions, they are (i) agriculture and food security; (ii) coasts; (iii) forestry and REDD; (iv) health; (v) water and sanitation; and (vi) energy. Each priority sector includes a plan of Action with clear objectives, actions, indicators and responsible institutions.
To make agriculture, forestry and fisheries more productive and sustainable, the Plan proposes to (i) increase the knowledge and skill of women farmers in pest control; (ii) increase the number of trained women in the forestry sector nationwide; (iii) implement coastal forest regeneration program in the hands of women; and (iv) develop and implement gender climate change sensitive policies for aquaculture and integrated coastal management.
In order to enable more inclusive and efficient agricultural and food systems, main actions are (i) promote women’s rights and access to land (in statutory and customary laws); (ii) increase women farmers access to improved varieties of farming seeds, tools and other resources; (iii) promote linkages between women farmers and existing markets and improve their access to credit facilities; and (iv) increase women participation in decision and policy making as it relates to climate change.
The resilience of livelihoods to disasters can be mainly increased through (i) strengthening the agricultural policies so that they become gender sensitive to climate change and its related treats agriculture; (ii) improvement of agriculture related infrastructure to adapt to the effects of climate change; (iii) improvement of the availability of technology to women farmers to respond to climate change and its effects; (iv) a robust gender balanced monitoring system in coastal zones; (v) greater women involvement in agro-forestry and conservation in urban, peri-urban and rural areas for both adaptation and mitigation; (vi) building capacity of men and women health workers to response to climate change related diseases; (vii) establishment of gender based programs for improved conservation and management of lakes and river basins to avoid soil erosion and improve water quality; (viii) awareness on the relation between climate change, energy and gender.
