Abstract
These binding Guidelines, comprising 17 articles (i) apply to stakeholders - including individuals and companies - involved in the importation, handling, transportation, and storage of chemicals (such as agrochemicals, explosives, laboratory and industrial chemicals, petrochemicals, and additives) into Liberia; (ii) serve as a prerequisite for obtaining a license for these activities; (iii) prohibit the importation of chemicals restricted under international conventions to which Liberia is a state party. Key provisions include (i) a license from the EPA is required for chemical importation, obtained through an application process outlined in Article 2; (ii) imported chemicals must comply with labeling requirements; (iii) clearing chemicals from the port of entry requires authorization from the Executive Director of the EPA; (iv) handling, offering for transport, or transporting chemicals necessitates prior training and an Approval to Transport before moving goods from the port to a storage facility; (v) importation and clearing fees are determined by the EPA following its fee regime; (vi) applicants must have storage facilities for imported chemicals, which will be inspected for compliance with good storage practices and subjected to an Environmental and Social Impact Assessment (ESIA).
