Liberia Land Authority Strategic Plan 2025-2029

This Liberia Land Authority Strategic Plan sets out vision, mission and strategic objectives for the governance and administration of land in the Republic of Liberia. The Strategic Plan focuses on the the Authority's role in implementing Liberia’s land Laws and Policies, improving land governance, and supporting broader national development priorities. The Plan clarifies the Authority's mandate in relation to public, private and customary land, and defines priority areas of work for the Authority over the five‑year period, including institutional strengthening, land administration and registration, management of public land, and support to secure land rights. The Strategic Plan details four strategic objectives and related key implementing actions: 1) deepening and strengthening policy, legal, and regulatory frameworks; 2) strengthening the adjudication and documentation of land rights by surveying, mapping, and registering the entire land mass of Liberia into a national registry; 3) developing, adopting, and implementing a policy and legislative framework for land use and management; 4) strengthening the delivery of land services, staff capacity, and organisational development of the Liberia Land Authority. The mission of the Strategic Plan is ensuring a country where sustainable peace, stability, and socio-economic growth and development are enhanced through good land governance and administration.
For each objective, the Strategic Plan suggests the following implementing actions: mapping components of the land administration Policy and enacting a survey and mapping Law; developing a programme for land acquisition and guidelines for land and property evaluation; developing standard operating procedures for land use planning; implementing communications strategy on land reform issues; finalising the inventory and titling of government lands; consolidating existing cadastral paper maps into a unified digital system; integrating the National cadaster system with functional National Land Administration System; implementing the necessary infrastructural and institutional framework for the operationalisation of the Land Administration System; procuring essential equipment and infrastructure to support a digital land information repository; supporting property taxation, with joint land valuation projects; implementing the approval of National Land Use and Management Policy; developing guidelines on wetland, watershed, beach front and waterways; adopting a land use classification system; conducting environmental baseline studies and periodic monitoring to assess encroachment and violations on wetland, watershed, beach front and waterways; establishing a national digital reporting and compliance system for environmental infractions related to land use in sensitive ecosystems; involving communities and local authorities in land use planning training.
