Abstract
This Liberia Water and Sewer Corporation Strategic Plan reaffirms Liberia Water and Sewer Corporation's commitment to improving Liberians' quality of life in urban areas and county capitals, by ensuring equitable access to quality water and sewage services. The Strategic Plan is based on a Vision: "To be a world-class provider of quality and sustainable water and sewerage services," and a Mission: "Providing efficient, reliable, and affordable customer-driven water and sewage services in urban areas and county capitals in the Republic of Liberia". These guiding statements are supported by core values emphasising professionalism, integrity, innovation, dedication, accountability, transparency, teamwork, customer satisfaction and quality service. In order to achieve its vision and mission, the Strategic Plan pursue the following seven strategic priority areas: 1) achieving financial sustainability; 2) improving operational efficiency; 3) improving reliability and service delivery; 4) expanding water service coverage; 5) strengthening governance; 6) improving the corporation's public image, building trust, and fostering partnerships; 7) expanding sewage and sanitation services. The implementation strategy focuses on concrete initiatives across financial management, technical operations, human resource development, governance, and stakeholder engagement. These initiatives are structured around clear action plans, integrated performance monitoring, and a risk management framework, in order to ensure adaptability and resilience.
The Strategic Plan sets specific goals to drive measurable progress by 2029: increasing the billing accuracy rate to enhance customer trust and optimise revenue collection; expanding meter coverage, to enhance billing accuracy, strengthen revenue collection, and promote operational transparency; increasing collection efficiency to strengthen financial sustainability and cash flow; promoting cost efficiency and sustainable resource allocation; reducing reliance on government subsidies for operational expenses, reducing dependency to drive towards financial independence; improving operational efficiency, enhancing financial sustainability, and conserving water resources; strengthening water loss management and system monitoring; increasing the average daily hours of water service from 10 hours to 16 hours to improve service delivery and customer satisfaction; expanding water production capacity from 5.8 million gallons per day to 8 million gallons per day, to meet the growing demand for potable water; increasing the total number of water connections from 15,000 to 30,000, to broaden service coverage and reach more communities; strengthening sanitation infrastructure and improving public health outcomes; construction of 50 new public sanitation facilities in key urban areas to improve public health, environmental hygiene, and equitable access to safe sanitation.
