Abstract
The Liberians Feed Yourselves Agenda is a comprehensive 6-year National Agriculture Development Plan (NADP) 2024-2030 aimed at revitalizing the agricultural sector in Liberia, positioning it as a key driver of the economy, and achieving food self-sufficiency. By leveraging innovative strategies, modern technologies, and substantial investments, the Plan seeks to enhance productivity, empower farmers through training and resources, and promote large-scale cooperative farming. It prioritizes the development of value chains for food and cash crops, livestock, fisheries, and aquaculture while fostering climate-smart agriculture, reducing post-harvest losses, and ensuring food quality and safety. Additionally, the NADP emphasizes rural infrastructure development to strengthen market access, accelerate rice and fish production, and stimulate agro-enterprise growth through the establishment of an Agriculture Enterprise Development Bank, providing essential financial support for agricultural value-chain actors.
The specific objectives outlined in the document are to promote the main value chains that underpin food self-sufficiency and access to an affordable healthy diet and that contribute to the growth of the country’s economy. This NADP covers two main groups of investments (1) specific investments to the following targeted agriculture value chains (i) food crops (rice, cassava, maize, high-nutrient vegetables); (ii) cash crops (rubber, cocoa and coffee); (iii) fruit crops (papayas, avocados, mangoes, citrus, bananas); (iv) livestock (cattle, sheep and goats, poultry and pigs); (v) fisheries and aquaculture; (2) cross-cutting investments that address common issues across the value chains, such as (i) mechanization, with a focus on the creation of mechanization hubs in production clusters for both production and post-harvest handling; (ii) strengthening agricultural research and extension capacities to promote innovative technical approaches; (iii) developing inclusive agribusiness models for the integration of smallholders into agrifood value chains; (iv) access to finance through the establishment of the agriculture enterprise development bank; (v) strengthening the capacity of the Ministry of Agriculture. For each of the aforementioned points, the NADP includes (i) expected outputs; (ii) key strategic interventions; (iii) investment costs.
The Plan also includes a Communication Strategy designed to (i) guide the creation, management, and dissemination of communication and knowledge products for the NADP and the agriculture sector; (ii) develop impactful materials, enhance advocacy efforts, reach target audiences effectively, and ensure transparency in sector coordination, governance, and implementation; (iii) increase awareness and appreciation of key investments, interventions, and achievements in agriculture and its sub-sectors; (iv) promote High Conservation Value and organic profiles as essential tools for identifying, managing, and monitoring critical values within natural and production landscapes.
