Abstract
This National Human Rights Action Plan (NHRAP) is a policy document created to help realise the advancement of human rights in Liberia. It seeks to reinvigorate Liberia's commitment to foster and guarantee the overall development of all persons and populations by respecting, defending and promoting their human rights, ensuring the full exercise of civil, political, social, economic, cultural, and environmental rights deemed inseparable, interdependent, and equally essential. The Plan touches upon the areas of civil and political rights, social, economic, and cultural rights, women's rights, children's rights and the rights of persons with disabilities and other vulnerable groups. Primarily, its aim is to promote and protect human rights by identifying human rights issues and/or concerns in Liberia and subsequently to outline/suggest/propose strategies for implementation for state actors and civil society to improve the human rights situation throughout the country. Moreover, the NHRAP is specifically intended to promote co-ordination of human rights activities, above all within the national administration. Emphasis is given to measures to assist in the strengthening and building of institutions relating to human rights, strengthening of a pluralistic civil society and specific attention to the protection of vulnerable/marginalized groups.
The NHRAP sets out various objectives and lists action points under each objective. The right to water and sanitation and the right to food are mentioned within the context of right to an adequate standard of living: The right to an adequate standard of living includes the right to food, the right to water and sanitation and the right to housing. All resources that are essential for the realization of this right must be made available and accessible in order for this right to be respected. International obligations regarding the right to food and the right to water are listed. Also, the right of access to land is placed under the heading on the right to an adequate standard of living. the objectives also include recommendations under the Universal Periodic Review carried out by the International community. the right to clean water is also mentioned under the right to adequate housing and the right to health. The Plan contains various indications regarding gender equality and equity. One Chapter is on guaranteeing of the rights and interests of ethnic minorities, women, children, elderly people, persons with disabilities, and other vulnerable groups.
