Abstract
This National Rice Development Strategy (LNRDS) is a comprehensive document within Liberia's agriculture sector, with the goal of doubling local rice production by 2018. Key strategies include (i) enhancing productivity in both upland and lowland ecosystems; (ii) expanding rice cultivation areas; (iii) addressing the needs of smallholder farmers through a value chain approach. The LNRDS focuses on six main components (1) land and water management; (2) improving access to farm inputs; (3) enhancing post-harvest quality; (4) increasing market access; (5) building institutional capacity; (6) promoting mechanization. Rehabilitation of irrigation infrastructure and development of new schemes are prioritized, alongside the implementation of policies for maintenance, ownership, and water sharing. Sustainable practices such as improved land management and fertilizer use are emphasized, along with measures to boost input availability and accessibility for farmers. Private sector engagement is encouraged through improved infrastructure, awareness creation, and financial incentives. Enhancements in post-harvest handling, value addition, and market access aim to increase competitiveness. Institutional capacities and extension services will be strengthened through training and education, while mechanization options will be promoted to improve land and labor productivity. Policy frameworks for private sector involvement will be developed, and institutional capacities for testing, standardization, and maintenance will be enhanced at the grassroots level.
