Abstract
These Regulations, made pursuant to the powers conferred on the public procurement and concessions commission under section 134 of the Public Procurement and Concessions Commission Act, 2005, in its last amended version, apply to the scope of procurement and concession, as defined in the Act. The Regulations cover the following matters: functions of the Commission, including: monitoring of concessions and Public-Private Partnerships, technical assistance to government bodies for planning, bidding, negotiating and administering concession agreements, adoption and implementation of the Open Contracting Data Standard (OCDS) as the national standard for disclosure of procurement and concessions information; private sector practices by entities; general provisions on procurement proceedings; methods of procurement and types of framework agreement; specific procedures for processing concession agreements; rules on disposal of stores, plants and equipment; reporting misconduct; offences and sanctions.
