Abstract
This Regulation of the Forestry Development Authority makes provision with respect to environmental impact assessment in accordance with section 19.1 of the National Forestry Reform Law of 2006. EIA shall be integrated into early planning of forestry projects. Anyone who intends to undertake a forestry project (defined in Annex I) shall produce a comprehensive Environmental Management Plan, which shall include, among other things an EIA and an environmental impact mitigation strategy. Monitoring of compliance shall be carried out by the Authority but costs of such monitoring shall be borne by the proponent of a project in accordance with the polluter pays principle. The proponent shall also conduct Environmental Audits as prescribed. Forest projects that require an EIA include timber logging and processing, plantation and afforestation, selective removal of single tree species and pest management.
