Abstract
This Regulation of the Forestry Development Authority (FDA) describes certain social, environmental, and forest management planning obligations that a holder of a Forest Resources License must satisfy prior to felling trees. They govern the preparation of plans and environmental assessments and serve to institutionalize the participation of communities in forest management through the requirement of a social agreement. No person shall fell a tree under any Forest Resources License until the FDA certifies that the Holder has completed all Major Pre-Felling Operations (i.e. preparation of an environmental impact assessment and execution of a social agreement (and, for Forest Management Contracts, preparation of a forest management plan). The holder of a Forest Resources License shall negotiate one or more social agreements for the benefit of all affected communities with respect to the area to be logged under the Forest Resources License.
