Tailings Storage Facility (TSF) Management Regulations of Liberia.

These Regulations, made by the Minister under provisions of sections 21.1, 21.2 and 21.3 of the Minerals and Mining Law of Liberia, concern standards and procedures for the management of tailing facilities throughout the lifecycle of mining operations in Liberia. The Regulations aim at establishing comprehensive guidelines for environment protection and safety that ensure sustainable mining practices. Therefore, the Regulations apply to all tailing storage facilities, covering their design, construction, closure and post-closure phases. The Regulations define the following relevant terms: tailings; tailing storage facility; tailing impoundment; embankment; tailing failure; seepage control measure; best practices; contamination affecting environment, soil, water and the ecosystem; emergency preparedness; emergency response plan; environmental monitoring; environmental protection; financial assistance; licensing; monitoring and compliance; land reclamation; risk assessment. The Regulations cover the following matters: approval and permitting process; site design for tailing storage construction and environmental impact assessment; water management system; monitoring, inspecting and protocols; risk assessment and mitigation; emergency planning and preparedness; conflict prevention and resolution; hydrological investigations and flood risk assessment.
