Abstract
The Lesotho National Strategic Resilience Framework - (2019 – 2030) Building a Resilient and Prosperous Nation (NRSF) has as overall objective to build a resilient and prosperous nation that is able to protect its development gains and aspirations against shocks and stressors and its sub-objectives are the following: a) To detect in advance and take early action to prevent and mitigate the potential negative impact of shocks and stresses through an effective and efficient early warning system; b) To help individuals, households, communities and societies affected by shocks and stresses to recover faster and to rebuild their lives in ways that reduce their vulnerability; c) To help communities to absorb and adapt better to the economic and social strain; d) To transform the underlying structural issues that have the potential to precipitate crisis. To achieve these objectives, the NRSF creates a set of resilience core operating principles that will guide its operationalization and ensure that development and humanitarian actors operate under a common set of principles as follows: a) Comprehensive multi-stakeholder risk analysis; b) Integrated and holistic programming approaches; c) Strengthening social capital and social protection; d) Systems approach; e) Iterative and flexible process that allows for real-time changes in programming; f) Build national and local capacity; g) Multi-track approach that combines humanitarian and development interventions; h) Anchored in national and local actors’ realities and contexts; i) Build strategic partnerships and dynamic relationships that are transformative. The NRSF is constructed around 11 resilience program pillars placed under four capacity area (Strengthening Preventive/Preparedness Capacity; Strengthening Absorptive Capacity; Strengthening Adaptive Capacity; Strengthening Transformative Capacity).
