Abstract
The National Seed Policy, developed by the Ministry of Agriculture and Food Security (MAFS) of Lesotho, establishes framework for the regulation, development, and operation of the country's seed sector. It aligns with international commitments, including the Vision 2020, World Food Summit Declaration, and the Millennium Development Goals, to ensure sustainable agricultural production and food security. Recognizing the critical role of seeds in agricultural productivity, the Policy seeks to address existing deficiencies in seed availability and quality control. It outlines a structured approach to variety improvement, maintenance, and dissemination while ensuring compliance with phytosanitary standards and intellectual property rights, particularly in relation to plant breeders’ protections. The regulatory framework mandates the establishment of key institutional bodies, including the National Seed Committee and the National Variety Release Committee, to oversee policy implementation and variety approval. Legislative instruments shall govern the production, marketing, import, and export of seeds, incorporating provisions for quality control and certification. Additionally, the policy stipulates the facilitation of private sector participation by creating an enabling legal environment that incentivizes investment in seed production and distribution. It also emphasizes the integration of community-based programs and informal seed systems to enhance accessibility for small-scale farmers. The emergency seed supply mechanisms are designed to mitigate agricultural disruptions caused by environmental and climatic factors.
