Abstract
This Proclamation prohibits the sale or export of the plumage or skins of wild birds with certain exceptions. It also provides for permits for sale or export of wild birds for scientific or educational purposes. The prohibition shall not apply to: (a) the plumage of wild birds for the time being excluded from the operation of this Proclamation by Notice in the Gazette; (b) the plumage of wild birds in respect of which a permit has been granted under this Proclamation; (c) the plumage of wild birds ordinarily used as articles of diet. Where the Resident Commissioner is satisfied that the plumage of any wild bird is to be sold or exported for scientific or educational purposes,(s)he may grant a permit in writing authorizing such sale or export.
