Decree No. 726 of the Minister of Environment validating the Regulation on general requirements for waterbodies monitoring.

This Decree shall be applicable to monitoring of surface water and groundwater. The Regulation sets forth minimum requirements for the establishment of state monitoring program of surface water and groundwater, performance thereof and the presentation of results. Waterbodies monitoring shall be an integral part of the State Environmental Monitoring Program. The program shall ensure that in each river basin district it is possible to determine the hydrodynamic parameters of the surface waterbodies, ecological and chemical status, as well as the ecological potential of artificial and highly modified waterbodies and the chemical and quantitative status of groundwater bodies. Program shall be drafted for 6-year periods with a view of assessment anthropogenic impact on waterbodies. The monitoring network for surface waterbodies shall be marked on the maps attached to the river basin management plans. Objectives of waterbodies monitoring shall be set forth as follows: (a) development of long-term perspective effective monitoring programs; (b) assessment of changes in natural waterbodies and human impact on surface waterbodies; (c) assessment of water flow; (d) assessment of transboundary effects of surface waterbodies, in particular amount of pollutants entering the sea and the neighboring states; and (e) collection of monitoring data. Classes of ecological status of surface waterbodies shall be determined by the results of monitoring. The quantitative status of groundwater, including existing groundwater resources, in all groundwater reservoirs must be reliably estimated. The chemical status of groundwater in each river basin must be reliably assessed and the long-term trends in human-induced increase in pollution are set.
