Abstract
This Law establishes the legal framework for the designation, boundaries, protection, and use of the coastal strip of the Republic of Lithuania. It defines the coastal strip as comprising a terrestrial part, including the beach, dunes, cliff, and adjacent coastal formations, and a marine part consisting of the Baltic Sea area up to a depth of 20 m. The Law sets out the objectives of the coastal strip, including the protection of coastal landscapes, biodiversity, and natural and cultural values, and the balanced use of the area for State and public needs.
The Law regulates the management of land and marine areas within the coastal strip. It provides that State-owned land and the marine area within the strip are the exclusive property of the Republic of Lithuania and establishes the State’s right of pre-emption to acquire privately owned land plots located within the coastal strip in accordance with applicable legislation. It assigns responsibilities for implementation to competent State and municipal institutions and provides for the preparation of a coastal strip management program as the main planning instrument.
The Law establishes conditions for land use and economic activities within the coastal strip, requiring compliance with spatial planning documents and applicable legal restrictions. It further provides for coastal management measures and environmental monitoring, including the systematic observation of coastal conditions and actions in response to environmental changes or emergencies, as well as control and liability for violations in accordance with national legislation.
