Law No. IX-1675 “On social protection”.

The purpose of this Law is to determine the principles of providing monetary social support, sources of funding, the rights and obligations of persons receiving monetary social support, as well as monetary social support provided to needy residents when adults have exhausted all other income-generating opportunities, types, their amounts and the method of providing conditions for social support. It applies to persons living in the Republic of Lithuania: (a) citizens of the Republic of Lithuania; (b) foreigners who have a long-term resident permit of the Republic of Lithuania to live in the European Union; and (c) citizens of a member state of the European Union or a member state of the European Free Trade Association belonging to the European Economic Area and their family members, who have been issued documents confirming the right to live in the Republic of Lithuania in accordance with the procedure established by legal acts, and who have lived in the Republic of Lithuania for at least 3 months. Monetary social support shall be allocated for compensation of the housing heating costs, hot water supply costs and drinking water supply costs to housing facilities. The types of monetary social support are as follows: (a) social allowance; and (b) compensations for housing heating costs, drinking water costs and hot water costs.
