Abstract
This Law establishes the bases and procedure for introducing the state of emergency, temporary control of the exercise of rights and freedoms by natural persons, temporary limitation of the activities of legal persons, temporary control of state and municipal institutions in the event of an emergency, as well as the lawfulness of the activities of these institutions and the procedure for the withdrawal of emergency situations. Emergency situation an event that occurs due to natural, technical, ecological or social causes and causes a sudden and serious danger to human life or health, property, nature or causes death, injury or major property damage. During the state of emergency the head of authority responsible for the management of situation shall be appointed by the Government. During a state of emergency, except in cases established by law, a person's right to receive information from public authorities may be restricted. During the state of emergency sanitary or veterinary quarantine shall be imposed on the national territory and shall be performed distribution (supply) of foodstuffs and other essential commodities residing in the area of emergency situation or to evacuated population.
