Abstract
This Law establishes the operation and management of the Šventoji seaport. The boundaries of the port land and water area ad ministered by the Palanga Municipal Council are determined by the Government of the Republic of Lithuania. Purpose of the port: (a) accept recreational, small and sports boats; (b) receive fishing vessels; (c) accept small sea cruises and passenger boarding ships; (d) accept vessels of the State Border Guard Service of the Republic of Lithuania, specialized in rescue operations, spilled oil collection, fire prevention and marine environment protection, shipping and fishing control; and (e) primary processing of fish and trade promotion. Companies using port services must sign a contract with a municipal company managing seaport harbour services. The port is open to international and domestic shipping. Article 1 shall be amended to add the following wording: “The purpose of this Law is to reduce the impact of the transport sector on climate change and environmental air pollution, with the aim that in 2030 the share of renewable energy resources in the transport sector, compared to the total final energy consumption in the transport sector, will be at least 15 percent. This Law also aims to reduce the consumption of oil fuel in road transport by at least 39 percent by 2030, compared to the consumption of oil fuel in 2021, without causing the risk of ecosystem degradation.”
