Law No. XI-1539 amending Law No.I-1613 of 1996 on nuclear energy.

Article 32 shall be amended to add the following wording: “A security analysis and substantiation of the construction site of a nuclear facility must be carried out before the preparation of a project for a nuclear power plant adapted to a specific site. The results of this analysis and substantiation shall be inserted in the assessment report of the site of construction of the nuclear power plant, which must be coordinated with the State Nuclear Power Safety Inspectorate. In the course of this analysis and substantiation, all factors related to the construction site or its environment that could affect the nuclear safety of the nuclear facility, including physical security and emergency preparedness planning, and proposed remedies for deficiencies must be stated. The State Nuclear Power Safety Inspectorate coordinates the assessment of the construction site only after verifying that the results of the analysis and substantiation of the site meet the requirements of the legal acts, and having received positive conclusions regarding the assessment report of the site of the nuclear facility from the Lithuanian Hydrometeorological Service the Ministry of the Environment, the Ministry of Health, the Lithuanian Transport Safety Administration, the Lithuanian Geological Survey under the Ministry of Environment and the Fire and Rescue Department under the Ministry of the Interior. The procedure for reviewing the construction site evaluation report of a nuclear power plant is established by the Government. "
